State of Minn   County of Becker  ss:

 

On this  23d  day of  November,  A.D. one thousand nine hundred and ninety [ 1 ], before me, a  Notary Public  in and for the aforesaid County and State duly authorized to administer oaths,  Felix Blue,  aged  45  years, a resident of the  Village  of  White Earth,  county of  Becker, State of  Minnesota . . .

 

and was honorably discharged at  Charlottesville, North Carolina  on the 11th  day of  July, 1865

 

That he is  partially  unable to earn a support by reason of  catarrh in head and stomach, deafness and kidney trouble   . . .

 

That said disabilities are not to to vicious habits, and are to the best of his knowledge and belief permanent.  That he has  never  applied for a pension under application. . . .

 

He hereby appoints Charles M. Carter, of Washington, D.C., his true and lawful attorney . . .

Date of Examination:  February 3rd, 1892

Cause of disability:  Catarrh of head and stomach.  Disease of kidney and deafness.

 

Claimant's statement, claim for  Original.  Have had catarrh of head and stomach for the last eight years.  For the last twenty years my kidneys have bothered me.  For the last 8 years my hearing has been very poor.

 

Pulse rate,  80 ; respiration,  18 ; temperature,  972 ; height  5  feet  10  inches; weight  160  pounds;  age,  48  years. 

 

Full description.  I find no symptoms indicating disease of any kind (Applicant claims everything) except chronic pharyngitis, the mucous membrane being congested and vessels prominent and some scattered granules.  Sp. Gr. of urnine 1020 acid reaction.  No albumen, pus or blood.  Removed cerumen from both ears and found everything normal.  Except as above all organs normal.  Don't know as to his habits.

 

He is, in my opinion, entitled to a  6/18  rating for the disability caused by  cattarh,  and  no  for that caused by  kidneys and deafness.

          Personally appeared before me a Notary Public, duly authorized to administer oath, for the State and County aforesaid, Felix Blue, who, first being duly sworn according to law, deposes and says that he has not served in the military or naval service of the United States since July 11th, 1865, and that he served in Co. "H"  8th Minn Vol Inft. during the war of the rebellion.

     Personally appeared before me, a Notary Public in and for the state and county aforesaid, and duly authorized to administer oaths, Charles Bottineau of White Earth, Becker Co., states that he is personally acquainted with Felix Blue, that the said Felix Blue is the identical person who was enrolled in Co. "H" "8" Minn. Vol. Inft., under the name of "Felix Blow", and who served as a private in said Co., and Reg't, during the war of the rebellion.  The said affiant further states that he has personal knowledge of these facts from his close acquaintanceship with the said Felix Blow, having known him since childhood, living in the same neighborhood, and of having been closely intimate with him during a great portion of time while serving as a soldier together.  His Post-Office address is Richmond, Becker Co., Minn., and affiant further declares that he has no interest in said case, and not concerned in its prosecution.

On this 24th day of May  A. D. 1892, Personally came before me a Notary Public in and for the aforesaid County duly authorized to administer oaths, Felix Blue, aged 48 years, a resident of  White Earth  in the County of  Becker  and State of  Minnesota  well known to me to be reputable and entitled to credit, and who, being duly sworn, declared in relation to the aforesaid case as follows:

 

That his proper christian and family name is Felix Blue, and that he is the identical Felix Blue who (by mistake or error) was enrolled in Co "H" of the 8th Regt Minn, Vol Inft. under the name of "Felix Blow."  That he enlisted in Co. "H", 8th Regt. Minn Vol Inft on the 2nd day of Feby 1864, and was honorably discharged therefrom on the 11th day of July A.D. 1865.

In the matter of the claim for pension of Felix Blow, Co H, 8th Minn.

 

Personally came before me a Justice of Peace in and for the County and State aforesaid, the above named soldier, a person of lawful age, who, being duly sworn, declare  in relation to the aforesaid claim, as follows:

 

Some ten months ago I made out papers through a sort of sub-agent, for pension & this sub-agent persistently refuses to tell me through what attorney of record he filed my claim, and I have heard nothing from it since the alleged filing.  I therefore revoke any power of attorney, expressed or implied, that may be on file in the Bureau of Pensions, signed by me, and substitute Milo B. Stevens and Co of Chicago as my lawful attorneys.

In Det. Ser. by order of Genl Sibley since Sept 10, 1864 per G.O. no 82.

 

The medical records show him treated as follows:   As Felix Blow; Pri. Co H 8 Minn Inf.  Dec - to 10 & 12 . 64.  Pain in side.  Returned to Light duty :  as F. Blown to Dec -- to -- 2 3  . 64.  Com cold, returned to duty.  Nothing additional found.

In the Pension Claim of  Felix Blue,  late of  Co.  F,  8"  Minn Inft.  Before me, a  Notary Public, in and for the County ^ of Morrison  and State aforesaid, personally appeared Doctor  Charles Botteneau formerly of Co H 5th Minn Vol Infy whose Residence and Post Office address is  Richwood Becker Co Minn, . . . declares as follows:

 

That I am a Practicing Physician, and have been acquainted with said soldier about  50  years, and that  he knew him when he was a small Boy that he Charles Botteneau served in Co F  5 Minn Vol Infty that he himself enlisted in Jany 1862 that he saw Felix Blow in the year 1865 in the month of January he Felix Blow was serving in Co H  8th Regt Minn Vol Ifty they were near Nashville Tenn when they met and visited he know that he is the identical Felix Blow who served in Co H  8 Regt Minn Vol Ifty has known him from childhood I am 58 years old.

 

The above is written by W W Rossman Justice of the Peace in Detroit Minn read over to me before I made my X all without dictation my own words all written in presence of C K Day F B Chapen W M Brooks no prompting ---

In the Pension Claim of  Felix Blue,  late of  Co.  H,  8"  Minn Inft.  Before me, a  Notary Public, in and for the County ^ of Morrison  and State aforesaid, personally appeared (Doctor)  Ecan Ressenblue  whose Residence and Post Office address is  Richwood Becker Co Minn, . . . declares as follows:

 

That I am a Practicing Physician, and have been acquainted with said soldier about  40  years, and that  he knew Felix Blow from Boyhood they lived near one another and that they served together in same Company that he enlisted in Co. H. 8" Minn Ifty 1862 and that Felix Blow on or about Feby 2d 1864 in the same company with me.   his true name is Felix Blow before he enlisted and all the time since with me in Co H 8 Regt Minn Ifty Vol.

 

The above is written by W W Rossman Justice of the Peace in Detroit Minn at my request no dictation of any person no writing or prompting but facts as I know them and read over to me before signing in presence of C K Day and H B Chappen.

He makes the following statement upon which he bases his claim for  Original   Have had kidney disease for 14 years and catarrh for 10 years.  Have been deaf for 11 years.  For the last two years my lungs have bothered me. . . .

 

Pulse rate,  64; respiration,  20; temperature, 982  ; height,  5  feet  10¾ inches; weight,  149; age, 50 years.   No evidence of kidney disease.  Sp. Gr of urine 20 Acid reaction.  No albumen or sugar.  No local oedemas or droopsies.  No rating.  Chronic posterior nasal pharyngitis.  "Dropping" Nasal twang, pusulent discharge.  Fetid odor.  Frontal headache.  Eustachian tubes are implicated causing deafness  6/18  Six Eighteenths.  The external auditory apparatus and membrana tympani normal.  Catarrh of throat and Eustachian tubes, causing slight deafness of both ears.  Inability to hear ordinary conversation at 6 ft both ears, but can at 3 ft.  6/30  Six Thirtieths.  Heart and Lungs normal.  Except as above all organs normal.  Not the result of vicious habits.

 

He is, in our opinion, entitled to a 6/18 rating for the disability caused by Catarrh, 6/30 for that caused by Deafness.

Applicant has catarrh of nasal passages & throat.  Mucous membrane is thickened engorged shows enlarged blood vessels.  Continuous dirty gray discharge occasional crusts in nose "dropping" hawking & spitting in the morning (4/18) Four Eighteenths.  Tongue is coated brown, appetite poor, he has pain after eating with retching of [ruin].  Stomach & liver are normal.  Bowels are irregular sometimes being badly constipated.  Rectum normal.  2/18  Two Eighteenths.  Chest measures at rest 38.  Insp. 39.  Exp. 36.  Heart dullness extends from left border of sternum 2½ inches to left & from 4 to 6 interspace.  Apex impulse is seen and felt two inches below & to right of left nipple.  Area of impulse 2 inches in diameter.  Chest is slightly barrel shaped.  Palpitation on slight exertion.  There is no cyanosis or oedema.  Heart sounds are regular and rhythmical.  No murmurs.  Sounds are decreased in intensity.  Pulse small & soft.  Beginning emphysema of lungs (6/18) Six Eighteenths.  Senile Heart (2/18) Two Eighteenths.  Right ear normal.  Left ear can hear loud conversation, ordinary pitch at 2 ft.  External ear and membrane lympanii normal.  Deafness due to catarrhal invasion of left middle ear from naso-pharynx (4/30)  Four Thirtieths.  Except as above all organs normal.  We find the aggregate permanent disability from earning a support by manual labor is due to emphysema, heart, catarrh and deafness not due to vicious habits and warrants a rate of $12.00 a month.

That we have been well acquainted with said soldier for 15 years, and 50 years, respectively, and that we were familiar with his physical condition during the time period from May 25, 1900 until present time and knew him to be affected as follows:

 

each for himself say that Felix Blue alias Blow has had disease of the lungs for more than 10 years last past continuous that from and before May 25th 1900 he has had lung disease continually and unable to perform manual [labor] and since May 25th 1900 he coughed almost continually when moving about.

 

That the degree of disability for the performance of manual labor resulting from above causes, in our opinion, was during said time as follows, viz:  unable to perform manual labor   could and cannot work any by reason of lung disease and continuous coughing when in motion.


Said facts stated are personally known to us by reason of   that each of us reside near neighbor to him and have seen him almost every day for at least five years last past have frequently assisted him in doing chores about his house he is unable to do anything by reason of his lung disease.

 

We further declare that we have no interest, either direct or indirect, in the prosecution of said claim.

ON THIS 13th day of June A.D. one thousand nine hundred and two, before me, the undersigned, duly authorized to administer oaths within and for the County and State aforesaid, personally appeared Felix Blue, late a Private in Company H of the 8 Regiment of Minn. Inf. Volunteers, aged 56 years, who being duly sworn according to law, declares that he is a pensioner of the United States; duly enrolled at the Milwaukee Pension Agency, at the rate of 6 dollars per month, under Pension Certificate No. 1020742, by reason of disability resulting from partial inability to earn a support by manual labor.

 

That he believes himself entitled to an increase of pension for disability above stated, and hereby makes application therefor, under THE ACT OF MAY 9, 1900.  On account of an increased disability, and he thinks the rate of pension he is now receiving is unjustly and unreasonably low and disproportionate to the rate drawn b other pensioners for similar or equivalent disabilities.

 

He also claims additional pension for injury to left hip, rheumatism, partial deafness, and [personal] disability, wholly unable to earn a support by manual labor.  That said disabilities are not due to vicious habits and are to the best of his knowledge and belief permanent.

 

That he hereby appoints, with full power of substitution and revocation, J. W. MORRIS, of Washington D.C., his true and lawful attorney, to prosecute said claim.

Sir:

 

          I have the honor to submit a voucher for the quarter ending Jan. 4, 1906, belonging o the above named pensioner.

 

         Wm. C. Baldwin, who claims to be the pensioner's nephew, came into my office on the 27" ultimo and told me substantially the same story to which he to-day testified.  At that time, I told him that I would get the alleged pension certificate (It was a pension certificate that the pensioner had pledged, according to Baldwin's statement), and return it to the pensioner.  On thinking the matter over, this being the second time that the pensioner has pledged his pension voucher or certificate with a saloonkeeper, I thought it best to lay the facts before the Bureau so that the pensioner may at last be warned not to repeat the offense.  An admonistion from the Bureau being, no doubt, more effective than anything I can write him.  Of course, both the pensioner and the saloon keeper were guilty under the law.

 

          Joseph B. Milligan, the saloonkeeper, from I got the accompanying voucher, told me that the pensioner had left the pension papers as security for borrowed money but when he came to make his deposition he insisted that he did not loan the money on the pension paper, saying he knew he could not loan money on it, but that he expected, none the less, to get his money before he gave up the pension paper.

 

          I submit this report for reference to the Chief of Law Division for such action as he may deem necessary.

Case of Felix Blue alias Blow,   No. 1020742

 

On this 2" day of Dec., 1905, at Minneapolis, county of Hennepin, State of Minn., before me, H. L. Roethe, a Special Examiner of the Bureau of Pensions, personally appeared William C. Baldwin, who, being by me first duly sworn to answer truly all interrogations propounded to him during this special examination of aforesaid claim for pension, deposes and says:

 

     My age is 47 years.  My P.O.A. is 748 Price St. N.E., this city.  I am a charcoal salesman.

 

     Felix Blue is my uncle.  He served in the 8" Minn. Inf.  He left here two weeks ago last Wednesday (Nov. 15) for Richwood, Minn.  His home is the White Earth Indian Reservation.  Two or three days before he left here, he told me that he had put up some papers -- pension papers -- with Joe Milligan, for some money he had borrow of Milligan and asked me to get the pension papers for him.  I supposed it was his pension certificate that he had put up for some money he borrowed of Milligan.  The old man said he had put up his pension papers.  He did not tell me how much he borrowed on them.  I thought nothing more about the matter until last Friday (Nov. 24) when I was in a colored man's barber shop -- old Richard Burk's shop -- when Alex Newton, another colored man, asked me what had become of Felix Blue and told me that Joe Milligan wanted to know, because Blue owed him some money which Milligan had loaned him on his pension certificate.  I then went to see Milligan, last Friday, and asked him about Blue's pension papers.  Milligan told me that he had loaned Blue some cash money on the papers and some drinks beside.  He didn't say how much.  I told him that he had no right to do that and that he might get himself into trouble and that the pension paper was no good to him as he couldn't fill it out.  Milligan got mad and said that he wanted his money before he would give up the papers, and that if he didn't get his money he'd make the old man the trouble of getting out some more papers before he could get his pension.  I told Milligan that he need not give me the paper but that he could give it to some responsible man in whom he had confidence and let him send the paper to Blue but he refused to do that.  I then went to see R. B. Hostether, Pension Attorney, and he sent me to see you.

 

     About three years ago this fall, Felix Blue left his pension papers with a saloonkeeper in Detroit, Minn. and I got them for him.  He had pledged the pension papers for drinks or money or both to the extent of $2.50 or $3.50 -- I have forgotten which -- and I gave Blue the money to get the papers.  No, I did not get the papers from the saloon keeper nor go with Blue to get them but Blue told me he had pledged his papers to the saloon keeper and I gave him the money to pay the saloonkeeper and he went and got them and showed them to me.  I have forgotten the saloonkeeper's name.

 

     Every time Blue gets his pension, he goes off on a spree and never stops till his pension money is all gone.  It does him more harm than good.  He drinks whenever he can get it.  He is a drunkard.

 

     I have understood the questions and my statement, as read to me, is correctly recorded.

On this 1" day of Dec, 1905, at Minneapolis, county of Hennepin, State of Minn., before me, H. L. Roethe, Special Examiner of the Bureau of Pensions, personally appeared Joseph B. Milligan, who, being by me first duly sworn to answer truly all interrogations propounded to him during this special examination of aforesaid claim for pension, deposes and says:

 

     My age is 35 years.  My P.O.A. is 629 Central Av., this city.  I am in the saloon business.

 

     About two months ago, it was on Oct 26, 1905, Felix Blue came here and wanted to borrow some money.  On that day I loaned him Five Dollars and he left his pension papers with me saying that before he wanted the pension papers he would come and pay me and get the papers and that he would want the paper about Nov. 20.  On Nov. 7, 1905, I loaned him another Four Dollars and later 90¢.  I did not loan him the money on his pension papers, but I thought he would have the money with him when he called for his papers.  I was not aware that I violated any law.  I simply kept the paper, because he asked me to.

 

     He did not come for his paper and never sent me an order to deliver them to any one.  Two or three weeks ago, "Flick" Baldwin came here and asked me to give him Blue's pension paper but I refused to do so because he had no authority.  If Blue had called for his papers himself I would have given them to him.  He said I should keep the papers until he called for them and not to give them to any one else.

 

     I have no pension paper belonging to Felix Blue except the one I now hand you which you say as a voucher.

 

     Felix Blue is a regular drunkard.  I hardly ever gave him anything to drink but he borrowed the money of me and spent it elsewhere.

 

     I have understood your questions and my statement, as read to me, is correctly recorded.

Name of disabilities.  Injury of left hip.  Rheumatism.  Deafness.  Disease of lungs.  General debility.

 

He receives a pension of $6.00  dollars per month.

 

He makes the following statement in regard to the origin of his disabilities and date when first discovered by him:  My trouble dates back for about ten years and is gradually getting worse.

 

Pulse rate, 94  104  126;  respiration, 26  29  38;  temperature, 98

 

One inch behind anterior superior spinous process of left ilium is conical projection of bone extending directly outward, height is one inch and base is one inch in diameter.  Applicant claims it was caused by injury to hip last year.  It is somewhat tender on account of its prominence (2/18).  Complains of rheumatic pain in left shoulder, especially when arm is hanging at rest.  Passive motion causes slight pain, but there is no limitation of motion.  No other evidence of the rheumatism in muscles, tendons, or joints (2/18).  Right ear is normal.  Ordinary conversation of distance of 2 ft. cannot be heard by left ear, but loud conversation can.

 

Partial deafness is caused by catarrh of middle ear (4/30).  Chest measures at rest 38, lungs 39, Exp. 36.

 

Heart dullness extends from 4th to 6th rib & from left border of sternum 3 inches to left.  Spec. impulse 2 inches below & one inch to right of left nipple.  Area of impulse 2 inches.

 

Sounds are normal & there are no murmurs.  After exercise there is moderate palpitation, dyspnaea, but no cyanosis or vertigo.  No rating.  Chest slightly barrel shaped.  Second & third ribs of left side have been broken about two inches from edge of sternum and calluses are plain.  There is also slight depression & he alleges sharp pain in the depressed area (2/18).  Other ribs are prominent, clavicles stand out and fossae above & below clavicle are large.  Vocal [fremitus] is decreased percussion note increased in quantity & lowered in pitch inspiration murmur is rather softened & expiratory murmur is lengthened.  Here and there are several dry rales.  After exercise there is moderate dysperoea, probably due to beginning emphysema but possibly some from senile heart (4/18).

 

Urine Sp. Gr. 1026.  Acid reaction.  No sugar, albumen or pus (no rating).  Applicant is Chippewa Indian mixed blood.  General appearance is poor but there are no special conditions except as above described.

 

We find the aggregate permanent disability for earning a support by manual labor, not due to vicious habits is due to injury of left hip, deafness, disease of lungs, and debility and warrants a rate of $12.00 a month.

All trouble dates back for 12 years and is getting rapidly worse.

Pulse rate, 96  108   138;  respiration, 24   28   38;  temperature, 98

 

Chest measures at rest 38.  Insp. 39.  Exp. 36.  Heart dullness extends from 4th to 7th rib & from left border of sternum 13 inches to left.  Spex impulse is two (2) inches below and one inch to right of left nipple.  Area of impulse three (3) inches in diameter.  Heart sounds are normal and murmurs are absent.  After hard exercise there is highly increased action of heart.  Palpitation is severe, intense dyspirosa.  No cyanosis or vertigo.  Heart apparently normal.  Chest is barrel shaped.  Ribs and clavicles very prominent.  Supra clavicular spaces much depressed.  On left side there is irregularity of second & third ribs close to sternum, probably an old break.  There is constant dry cough, numerous dry rales over both lungs.

 

Vocal [fiesmister] decreased.  Percussion note very [hard] and lowered in pitch.  Expiratory murmur lengthened & high in pitch.  has emphysema with perhaps a beginning tuberculosis (6/18).  Urine Sp. Gr. 1024.  Acid reaction.  No sugar, albumen or [pine].  No rating.  There is a conical projection of bone about one inch high & one inch in diameter just posterior to anterior superior spinous process of ilium caused he alleges by injury in (1905).  On account of prominence [tik] slightly tender (2/18).  Has typical old dislocation of left shoulder of sub-clavicular type caused by injury in (1907).  Head of humerus lies under outer third of clavicle.  All bony parts prominent.  Deltoid & ancillary muscles in extreme atrophy.  Head of humerus practically immobile and movement of arm is limited.  Left arm is of practically no use.  There is atrophy of all muscles of arm & forearm and there is severe pain on forced passive motion (8/18).

 

     Both eyes D= CXX at 20 ft.  There is moderate chronic conjunctivitis & both eyes are senile.

 

     Right ear is normal.  Left ear has ordinary conversation at 2 ft.  Deafness caused by catarrhal invasion of middle ear (2/18).

 

     We find the aggregate permanent disability for earning a support by manual labor not due to vicious habits is due to injury of left hip, disease of lungs, old dislocation of left shoulder and deafness and warrants a rate of $12.00 a month.

          In response to your call of the 18th, received the 22nd instant (JDR.327-478,809), relative to the case of Felix Blue, alias Blow, of Richwood, Minn., late of Co. H, 8" Minn. Inf., Ctf. #1,020,742, you are advised as follows:

 

          Charles Botteneau, of White Earth, Minn., testified, May 24, 1892, that he was a private in Co. F, 5" Minn. Inf., and is personally acquainted with Felix Blue, and knows him to be the identical person who was enrolled in Co. H, 8" Minn. Inf. under the name of Felix Blow; that he served as a private in said company and regiment during the War of the Rebellion; affiant has known said Felix Blue since childhood; that they lived together in the same neighborhood, and affiant was intimately acquainted with him during a great portion of the time while serving as soldiers together.

 

          Ecan Ressenblue, of Richwood, Minn., testified, November 4, 1889, that he was a private in Co. H, 8" Minn. Inf., and knew Felix Blue before he enlisted; that his right, proper name is Felix Blue; that at the time he was mustered into the service he was mustered as Felix Blow, by mistake in understanding his proper name.

 

          The War Department reported that said affiants served as alleged.

 

          Denford Lovely and Rosie Duffiney, of Richwood, Minn., state in their joint and several affidavit of September 9, 1896, as follows:  Affiant Lovely testified that he has been acquainted with Felix Blue for 20 years; affiant Rosie Duffiney states that she has known Felix Blue for 40 years.  Both affiants state that said Felix Blue has been most of the time disabled for the performance of manual labor.

 

          George C. Bush and Lee Connell, of Detroit, Minn., testified, July 19, 1909, that they have known Felix Blue, alias Blow, for 22 years respectively, and that they believe him to be the identical person he represents himself to be.

 

          Similar testimony is given by James B. Van Wert and C. R. Beaulien, of White Earth, Minn. in their affidavit of May 16, 1901, wherein they testify to an acquaintance with Felix Blue of 10 years respectively.

Sir:

 

     In the above entitled claim for pension the applicant has been directed to report for medical examination to a surgeon designateed by you for that purpose, for the reason that no Examining Surgeon for the Bureau of Pensions is readily accessible to him.

 

     You are, therefore, requested to select a competent local surgeon to make the examination and to place in his hands this letter and the accompanying papers.  When the applicant comes to you for instructions, please give him the name and address of the surgeon chosen.

 

     After the surgeon has made his examination, he should place it in your hands, together with the order for examination, his certified voucher and memorandum thereof, and this letter.  You should then fill in the appropriate blank spaces on the back of the surgeon's report, certifying that the physician who made the examination was designated by you, see that his post-office address is shown, affix your signature, and mail all papers in the inclosed penalty envelope to the Commissioner of Pensions.  The fee for the examination is $3.  No allowances will be made for time, mileage, or the surgeon's traveling expenses.  The claimaint should present himself at the office of the surgeon.

He makes the following statement in regard to the origin of his disabilities and date when first discovered by him:  Chippewa Indian and I cannot get any reliable statement.

 

Birthplace, St. Paul; age 75 years; height 5-9½, color of hair brown & grey, occupation none . . . pulse rate 59  64; respiration 20  25; temperature 97½.

 

Full Description.  Totally blind in left eye and slight vision in right eye.  Snell's test type.  No. 200. at one ft.   Applicant is much emaciated skin is dry and harsh and much wrinkled, posture is very stooped.  Complains of rheumatism in left shoulder joint, stiffened and motion is slow & limited.  Conjunctivitis both palpetral and ocular and highly reddened thickened somewhat granular in appearance.  There is dirty pusulent discharge and lachrymation.  Only a short time before there will be total loss of sight of sight [sic].  Applicant is so blind that it requires the regular and constant attendance of another person and it would be unsafe for him to go out unattended.

Please report the condition of the eye structures as well as the best attainable vision in each eye.  Can he see to avoid chairs, tables, etc., about your office?  Can he see to dress, undress and feed himself?  Is he very feeble or decrepit?  For what purpose, if any, does he need an attendant?  Does he require some one to administer to his personal wants or is such aid as he receives merely a measure of precaution?  /s/  Medical Referee  GLF/TOR/alp

 


 

CERTIFICATE OF MEDICAL EXAMINATION

 

Felix Blue  Pension Claim No. 1020742, Richwood, Minn., Company H, Reg't 8 Minn. Inf. . . .

 

Age 78 years.

 

Examination of Felix Blue shows a marked ectropion of the lower left eyelid.  The entire cornea was anesthetic and covered with a pannus.  The eye has all the symptoms of a chronic glaucoma with a cataractus lense.  The tension was 100 "McLean" tenometer, no light perception.

 

The vision in the right eye was barely 1/10 - with minus 4 Spher. equals 5.10.  Lense produces no improvement for near reading.  The lense was so hazy that a satisfactory view of the fundus could not be obtained.

 

There was chronic catarrhal opthalmia with thickened conjunctiva in both eyes.

 

This claimant was ignorant and even unable to tell his letters.  He was quite feeble and complained a great deal of vertigo.  Although he says he is able to dress, undress, and feed himself and can avoid chairs, tables, etc. and does not need an attendant, yet, on account of his broken shoulder and his general rheumatic condition, it was hard for him to get around.

On this 17th day of April, 1926, personally appeared before me, a Notary Public within and for the County and State aforesaid Alex Ladoux, aged 22 years, whose post-office address is White Earth, Minnesota, who states in relation to the aforesaid claim as follows:

 

     Since the month of July, 1925, this affiant has been required to go to the home of Felix Blue, on the average of two to three times a week, and do the chores about his home; that during said time he has also given personal attention to the physical wants of Mr. Blue, who on account of his age, feeble health, poor eyesight, has had to have an attendant, as it has not been safe to let him go about by himself; that when affiant was not at the home of said Felix Blue, and giving him said attention, Mrs. Felix Blue, aged about 81 years, did the best she could in attending to the physical and other wants of said Felix Blue; that affiant has now arranged his affairs, and contemplates to remain with Felix Blue, so as to constantly give his attention and services in attending to his wants, and caring form him, as it is impossible for Mr. Felix Blue, to take care of himself and his wife on account of her age and condition of health is not able to give him proper attention.  Mr. Blue's condition of health is such that he will have to have constant attention and care.

                                            This is to certify that in the book of Marriage Records held at the St. Benedict's Mission Church, at White Earth, Minn. it is recorded on page 12, number 8 that Felix Blue was joined in marriage to Margaret LaDue, a widow, maiden name- Trottersehaud, on the 16th day of May in the year 1926, by Rev. Valerian Thelen, O.S.B. a Roman Catholic priest, whose credentials are recorded in the County of Stearns.  Witnesses to this marriage are recorded Joe Bellanger and Mrs Grace Bellanger.

     This certifies furthermore that in the Records of Interment held at the St. Benedict's Mission Church it appears recorded on page 55 of this Record that Felix Blue died on 20th day of May 1926 and was buried on the 22nd day of May, 1926 on the Calvary Cemetery, White Earth, Minn, after the Burial Permit had been presented.

     I testify that this is a true copy of the Records mentioned above.

         Your letter of the 12 ins't. at hand, and I make haste to answer the questions you asked:

 

1st.  I have not filed an evidence in the bureau before, only when I wrote you.

 

2nd.  I was married to this soldier Felix Blow on May 16th / 26.  But I lived with him for 37 years.  He had nothing when I first met him.  But I had a home and farm.  So he made his home with me till he died on May 20 - 26 -.  He bout a marriage license 4 years ago.  But would not get married til he was taken sick May 16 - 26 -

 

3)  He was previously married at Centerville Minn, to a lady named Josephine McClure.  He was divorced from her before I knew him.  Then she died in 1903.  That's to the best of my knowledge.

4)  I was also previously married to man named Julian LaDoux.  He died 41 years ago, leaving me with a large family.  That is why I took up this soldier Felix Blow.  He wanted a home and I needed a helper.  We lived together for 37 years, sharing hardships together.

 

     The reason I signed Blue / Blow is, every one knows him by the name of Felix Blue around here.  But his real name is Blow.

  

     We have lived here abouts ever since we've been together.  I am 81 years of age and am not able to work any more.  And have to depend on the pention.  We also raised a grandson of his that is left for me to look after.  He is 11 years old now.  And he promised to provide for him out of his pention till he becomes of age.  He goes to school every day here.

 

     I am very grateful for the interest you are taking in my behalf.

     And thanking you and hoping to hear from you again in the near future.

                                         I am writing you inbefalf of my mother.  I hope you can help us.  I wish to make an application for a widows pention for my mother.

 

          She is 86 years old now   She was Felix (Blue) Blow s comon law wife for 37 years before he died, he's been dead 4 years the 20th of this coming may.  she lived 4 years with him before he ever got a pention she had a home, and he had not when she first met him.  So she took him in.  And lived 37 years with him.  Now I want to know why she doesn't get his pention, we had mr Wagamon of Wash D.C. working for it.  But to no avail.

 

          Now I was to see Mr. J. Bryan of the pention Dep't at St. Paul.  He told me to write to you about it.

 

          She certainly needs the pention if any one does.  She is deaf and getting unable to work.  So I am asking you for help.  We have his Discharge here and plenty of proof of her living 37 years with him.  I for one, I am her daughter by first husband.  I was something like 9-10 years old when first lived together.  We had his numbers but I guess she burned it with other old papers.

 

          She gets a little state aid.  But is not enough.

 

          Kindly  let me know at your earilest convenience what can be done.

He got a pention every month till he died.  Now its 4 years and she's not had any help.  She can't write any more but can read pretty good.

 

They were married by a priest before he died.

 

He was a civil war Veteran in 1863.  He was a private of Co. H.  8 Rigement of Minn. Infantry.  Was enrolled 2nd of Feb 1864 & served 3 years.  has discharge from service on 11- of July 1865.

 

I hope you can find some thing to help us.

                         In response to your letter relative to pension for the widow of the above-named soldier, you are advised that if Mrs. Blue desires to test her title to pension as the soldier's widow, she is at liberty to fill out, execute and return the enclosed blank form of application, and when it is received, properly executed, it will be given prompt consideration.

 

                         It is proper to add that unless it can be shown that Mrs. Blue was the wife of the soldier prior to June 27, 1905, she would have no title to pension under the Act of May 1, 1920, and it would be useless to file the application.

At Anoka, Princeton, Monticello, Kingston, Manannah, Paynesville, Fort Ripley, Sauk Centre, Pomme de Terre, Alexandria and Fort Abercrombie guarding Sioux frontier. Concentrated at Paynesville May 24, 1864. Mounted and march to Fort Ridgly May 24-28. Sibley's Expedition against hostile Indians west of the Missouri River June 5-October 15, 1864. Battle of Tah Kah a Kuty or Killdeer Mountain July 28. Two Hills, Bad Lands, Little Missouri River, August 8. Moved to Murfreesboro, Tenn., October 26-November 7, 1864. Attached to Defenses of Nashville & Northwestern Railroad, Dept. of the Cumberland, to January, 1865. 3rd Brigade, 1st Division, 23rd Army Corps, Dept. of the Ohio, to February, 1865, and Dept. of North Carolina to July, 1865.

SERVICE.--Siege of Murfreesboro, Tenn., December 5-12. Wilkinson's Pike, near Murfreesboro, December 7. Moved to Clifton, Tenn., and join 23rd Army Corps. Moved from Clifton, Tenn., to Washington, D.C., January 17-29, 1865, and duty there until February 21. Moved to Fort Fisher, N. C., thence to Morehead City and New Berne, N. C., February 21-26. Advance on Kinston and Goldsboro March 1-21. Battle of Wise's Forks March 6-9. Kinston March 14. Occupation of Goldsboro March 21. Advance on Raleigh April 10-14. Occupation of Raleigh April 14. Bennett's House April 26. Surrender of Johnston and his army. Duty at Raleigh, Greensboro and Charlotte, N. C., until July. Mustered out July 11, 1865.

Regiment lost during service 1 Officer and 26 Enlisted men killed and mortally wounded and 56 Enlisted men by disease. Total 83.

 

     On letters & diaries from comrades in his unit, the Minnesota Historical Society preserves the letters of fellow private Joel W. Sherburne (also listed in R.G.'s wonderful old book!).  Here is the MHS citation, from http://www.mnhs.org/library/findaids/00620.xml (accessed Nov 2006)

  "Joel Whitney Sherburne was born in Maine on June 13, 1841, the sixth child of Moses D. Sherburne and Sophia D. Whitney. At the age of 21, he was mustered into the army on July 25, 1862. He served as a Private in Captain George McCoy's Company "H," Eighth Minnesota Volunteer Infantry during the Civil War. He was discharged by reason of surgeon's certificate of disability on May 9, 1863 at Fort Snelling. He was sometimes referred to as "Joe" in family letters."
